You should go to the Homeless People Department located in Katowice at ul. Morcinka 19a, you can find help there in the form of:

• completing and justifying the application for the allocation of a flat from the resources of the Katowice City Hall and sending similar applications to the municipalities competent for Homeless,
• editing letters to speed up the allocation of a flat,
• legal and psychological advice,
• contacts with the City Hall regarding the allocation of an apartment in the case of disabled people,
• referral to appropriate programs for the unemployed,
• completing documentation in order to obtain a disability pension, retirement pension and other benefits apart from social assistance benefits,
• referral to appropriate programs for people with alcohol problems,
• arranging places in drug addiction treatment centers for people addicted to alcohol and detoxification centers for drug addicts,
• consultations with doctors of clinics, hospitals and the ambulance service in matters of the health of applicants,
• obtaining a certificate of the degree of disability,
• cooperation with other social welfare centers and non-governmental organizations in order to explain and improve the situation of clients.

TREATMENT

Health and life-threatening conditions, such as injuries, fractures, hemorrhages, beatings or loss of consciousness, require treatment in a hospital. You do not need a referral or any documents, just go to the nearest hospital. If the injured person is too sick to move independently, they should call an ambulance at 999 (landlines, telephone boxes) or 112 (cell phones). Both numbers are free.

You should not be concerned that you will have to pay for treatment when you are admitted to hospital. If necessary, the hospital goes to the Social Welfare Center and the patient receives insurance for 90 days or until the end of the hospital stay (for Polish citizens).

Primary Health Care (POZ) care is free of charge for every Polish citizen. It can also be used by an uninsured person if he or she declares that he or she is entitled to do so. Even if you are not insured, there is no penalty for making such a declaration. You should sign up at the selected, preferably the closest place where the clinic is located.

Treatment for mental illness, alcohol and drug addiction, tuberculosis and HIV infection is always free – in these cases, no referrals are usually needed. Children up to 18 years of age as well as pregnant and puerperal women are also treated for free (no insurance is required).

Health insurance

Health insurance offers free specialist treatment and cheaper drugs in a pharmacy (prescribed by prescription). There are three ways to get health insurance:

a) You can go to the nearest place of stay of the Social Welfare Center (OPS). If you are granted an OPS allowance, you are insured by health insurance. It is worth reporting for a social worker on duty in advance (for example, at the Clinic of the Association of Doctors of Hope at 172 Wolska Street or at the Mokotowski Hospice of the Holy Cross Clinic at 14 Magazine Street), who will help with formalities.

b) You can register with the Labor Office as an unemployed person, which is ensured by health insurance.

c) You can insure yourself voluntarily by signing an agreement with the National Health Fund and paying a monthly premium of approximately PLN 350-400.
